There are cameras, it would be noticed, but there would be no comment nor complaint about the theft of hospital supplies, from NPCs at least. He's also welcome to ask for them! The companion bots would be willing to hand over small amounts of everything Hannibal requests, including hospital grade drugs. Anything stolen, borrowed, or otherwise requested will be replaced quickly enough, the NPCs don't seem to mind! There will be a record of what he takes, but it's records only Aurora (at this time) has access to.

This, of course, depends on how Hannibal handles his newfound supplies going forward, and the reaction of other PCs to his actions.
